Not really a photo tool per se, ArtRage is powerful but easy-to-use digital painting software for artists. But it does have one feature that may pique your interest: You can load your photo as a tracing image, a guide on which you can then build your painting “by hand,” so to speak.
No, this isn’t a Photoshop-like filter or plugin that automatically converts a photo to a painting-like image, but for those of you who actually do like to paint or illustrate, this is good stuff, especially when you realize what you can do with it without needing to spend the horrendous amount of money Adobe is asking for Photoshop!
